Notes: Twenty-nine (29) percent of small employers who would reduce their use of first-class mail if postage for letters rose 10 cents and postage for post cards rose 5 cents by year's end, would reduce it by 50 percent or more (Q#6b1). Seven percent of small employers would reduce their volume of first-class mail by 50 percent or more if postage rose 10 cents for letters and 5 cents for postcards by year's end (Q6b1).
