Notes: Seventy-three (73) percent of small employers who would shift to post cards or cheaper classes of mail if postage rates rise to 6 cents for a letter and 3 cents for a post card by year's end would shift 50 percent or more of its first-class volume (Q#6a2). Twelve (12) percent of small employers would shift to postcards or cheaper classes of mail should first-class postage rise by 6 cents for a letter and 3 cents for a postcard by year's end (Q#6a2).
