Notes: Twenty (20) percent of small employers who would reduce their use of first-class mail if postage for letters rose 6 cents and postage for post cards rose 3 cents by year's end would reduce volume by 50 percent or more (Q#6a1). Four (4) percent of small employers would reduce their volume of first-class mail by 50 percent or more if postage for letters rose 6 cents and postage for postcards rose by 3 cents by year's end (Q#6a1).
